    This paper gives a mathematical description of all the activities of a state as a whole. The state is understood in the wide sense as a complex production-management system including political, social, economic, man-caused, geopolitical, nature management, and other spheres. The model of modern unitary state is described, which is called a nome. Graph theory is mentioned as mathematical tool. Some system of evolutionary equations is proposed for the description of the possession flows through the edges of the constructed graph. This system is a specific analogue of Newton's second law.
