The author's goal in this paper is to offer a systematic development for studying local singularities of integrable Hamiltonian systems that are possibly degenerate and their structural stability. The primary tool is the use of the so-called ``hidden'' torus actions near singular orbits that are system-preserving. These are then applied to the classification and study of degenerate singularities of singular Lagrangian fibrations associated with integrable systems and for examining the structural stability of these singularities. The tool that the author uses was first described in [\textit{N.T. Zung}, Lett. Math. Phys. 33(3), 187--193 (1995; Zbl 0947.68543)]. The hidden toric symmetries are defined by certain technical conditions on the actions that generate the symmetry and their sub-actions that may be defined only locally. The author wants to examine three general questions. The first asks about effective Hamiltonian actions in the neighborhood of a degenerate orbit that preserves the momentum map. The second examines symplectic normalization of a torus action, and the third considers symmetry and structural stability of singularities. Some discussion of each of these is presented, sometimes under weak conditions.
