The author proposes a Cantorian-fractal conception of spacetime as a tool to reconcile a time concept in quantum mechanics and relativity. The author emphasizes that Cantorian spacetime flows non-uniformly which is the basic fact to define relativity in Einstein's general theory. The emergence of a negative gravitational force is shown.
