The main result of this paper asserts the following: given an inverse semigroup $S$ and an idempotent pure congruence $\rho$ on $S$, there exists a fully strict partial action $\tau$ of $S/\rho$ on $E(S)$ such that $S$ embeds into $E(S)\rtimes_{\tau}(S/\rho)$. Moreover, the image of this embedding can be explicitly described. \par This result, which is a weak form of the theorem of \textit{L. O'Carroll} [Proc. Edinb. Math. Soc., II. Ser. 20, 339--354 (1977; Zbl 0367.20049)] on idempotent pure extensions of inverse semigroups, is proved using an explicit construction.
