This paper gives a detailed, self-contained and more streamlined proof of the \(l^2\) decoupling theorem for hypersurfaces in [\textit{J. Bourgain} and \textit{C. Demeter}, Ann. Math. (2) 182, No. 1, 351--389 (2015; Zbl 1322.42014)]. The multilinear Kakeya inequality is used instead of the multilinear restriction theorem. The authors also hope that this paper is useful in connection with Vinogradov's mean value theorem in [\textit{J. Bourgain} et al., Ann. Math. (2) 184, No. 2, 633--682 (2016; Zbl 1408.11083)].
