    Let \(V\) be a closed subset of a \(C^1\)-manifold \(N\). The notions of prestratification and stratification \(\Sigma\) of \(V\) are defined. For a prestratification \(\Sigma\) of \(V\) in \(N\) and a stratified map \(f:N\to P\), the authors define the notation that \(\Sigma\) is Thom \((a_f)\)-regular for the stratified map \(f\). In this paper, the authors prove that Thom \((a_f)\)-regularity is sufficient for the stability of transversality of foliated prestratifications. They give examples showing that transversality to foliations is not a generic condition and that we cannot detect Thom faults for this example. By using a new method, they show that Thom regularity is necessary and sufficient for the stability of transversality to foliated stratifications. In the case of the subanalytic case, they show that \((t_f)\)-regularity implies Thom \((a_f)\)-regularity and vice versa. Also, they prove that Thom regularity and a geometric version of Thom regularity (\((a_f^s)\)-regularity) are equivalent.
