    The authors work on an interesting research problem. They suggest and analyze a new three-step iterative algorithm for solving the general variational inequalities. They also study the global convergence of the proposed method under mild conditions. The numerical experiments show that the new method is more flexible and efficient to solve the traffic equilibrium problem. The authors justify their results to be viewed as improvement and refinement of the previously known and new results. The paper is an excellent piece of work. It concentrates much more on the quite recent theories and applications.
