Let \(M\) be a connected, metrisable surface, \(X\) a compact subpolyhedron of \(M\) and \(\mu\) a Radon measure on \(M\) such that \(\mu(p)=0\) for any \(p\in M\), \(\mu(U)>0\) for any non-empty open \(U\subset M\) and \(\mu(\text{Fr}_MX\cup\partial M)=0\). Let \(\mathcal H_X(M)\) be the group of homeomorphisms of \(M\) fixing \(X\) with the compact-open topology, \(\mathcal H_X(M,\mu)\) those preserving \(\mu\) and affix the suffix \(0\) to denote the component of the identity. Then \(\mathcal H_X(M,\mu)_0\) is an ANR and is a strong deformation retract of \(\mathcal H_X(M)_0\).
