    The authors outline some aspects (mostly the algebraic ones) of an approach to equivariant surgery theory which requires a slightly weaker gap condition than previous work in this subject. This work has been announced as a preprint for some time [the authors, Equivariant surgery on compact manifolds with half dimensional singular set (Preprint 1992)]. With the help of this theory one can construct one fixed point actions on spheres for all those groups for which this is not impossible by the work of Oliver, see [\textit{E. Laitinen} and the second author, Finite groups with smooth one fixed point actions on spheres (Preprint 1993)].
