If \(\chi\) is a Dirichlet character modulo \(q\), one defines \[ S(m,n,\chi,q)= \sum_{a=1}^q \chi(a) e \biggl( \frac{ma+ n\overline{a}}{q} \biggr). \] This paper investigates the sum \[ \sum_{\chi\pmod q, \chi\neq \chi_0} |L(1,\chi)|^{2k} |S(m,n,\chi,q) |^{2k}, \] where \((m,q)=1\) and \(k\) is a positive integer. An asymptotic formula with error term \(O(q^{3/2+ \varepsilon})\) is established for every such \(k\).
