This paper is the second one in a series of three, dealing with topological Klingenberg planes. The affine case was treated first in part I [the authors, Geom. Dedicata. 58, 101-116 (1995; Zbl 0833.51007)]. This paper considers the projective case. Since the existing coordinate theories for projective Klingenberg planes do not provide a suitable foundation for a topological coordinatization theory, a new coordinatization using incomplete sexternary rings is worked out in order to avoid the structural deficiencies and bugs in the existing coordinatization methods. In a forthcoming paper the obtained algebraic structures will then be topologized in a suitable way to coordinatize topological PK-planes.
