    The authors study the vibrating plates equation \[ u''+ \Delta^2 u= 0\quad\text{in }(0,T)\times\Omega \] with \(\gamma u= \gamma{\partial u\over\partial\nu}= 0\) conditions and initial values \(u(0)= u_0\), \(u_0\in H^2(\Omega)\), \(u_1\in L^2(\Omega)\) where \(\Omega\subset \mathbb{R}^2\) is a closed regular domain, \(\partial\Omega= \Gamma\), \(T> 0\), \(\nu(x)\) is unit external normal in \(x\in\Gamma\). The authors generalize the estimation for \(\gamma\Delta u\) and \(\gamma{\partial u\over\partial\nu}\) from regular spaces \(L^2(0, T,H^{{3\over 2}\theta}(\Gamma_0))\), \(L^2(0,T,H^{{\theta\over 2}}(\Gamma_0))\), \(\theta\in [0,1]\), \(\Gamma_0= \{x\in\Gamma\), \(m(x)\nu(x)> 0\}\), \(m(x)= x- x^0\), \(x^0\in R^2\), \(x^0= (x^1_0, x^2_0)\). Using those new estimations they establish two exact controllability theorems for the vibrating equations.
