    \textit{M. Artin} and \textit{W. F. Schelter} introduced a class of noncommutative graded algebras subject to certain extra conditions which, in the case of global dimension three, make them noncommutative analogs of the homogeneous coordinate rings of projective surfaces [Adv. Math. 66, 171-216 (1987; Zbl 0633.16001)]. Algebras satisfying these conditions are now said to be Artin-Schelter regular. Among those of global dimension three, those generated by elements of degree one were classified by \textit{M. Artin, J. Tate} and \textit{M. Van den Bergh} [in The Grothendieck Festschrift, Prog. Math. 86, 33-85 (1990; Zbl 0744.14024) and Invent. Math. 106, No. 2, 335-388 (1991; Zbl 0763.14001)]. In the present paper, the author completes the classification of Artin-Schelter regular algebras of global dimension three by allowing generators of arbitrary degree. In addition to cases previously understood, several cases turn out to be representable as skew polynomial rings, while two remaining cases are analogous to the elliptic algebras studied by Artin, Tate and Van den Bergh. A complete list of the algebras of skew polynomial type is given here; those of elliptic type are constructed in a companion paper [Trans. Am. Math. Soc. 349, No. 6, 2317-2340 (1997; see the following review Zbl 0868.16028)].
