The authors consider \((n+p)\)-dimensional affine-metric manifolds, i.e., semi-Riemannian manifolds \((M,g,\nabla)\) endowed with an additional affine connection \(\overline{\nabla}\) (possible with torsion) and with a regular distribution \(D\) of rank \(n\) (possible non-integrable). By analogy with the Einstein-Hilbert action, they define a mixed action, depending not only on \(g\), but also on the deformation tensor field \(\mathfrak{T} :=\overline{\nabla}-\nabla\). This very technical and interesting paper contains characterization of the critical pairs \((g, \mathfrak{T})\). Applications are given in the particular cases of statistical connections, for metric-affine doubly twisted products or for semi-symmetric connections. For Part I, see [the authors, Result. Math. 73, No. 1, Paper No. 23, 19 p. (2018; Zbl 1393.53023)].
