    The notion of \textit{representation stability} was introduced in [Adv. Math. 245, 250--314 (2013; Zbl 1300.20051)] by \textit{T. Church} and \textit{B. Farb}. It can be used to describe many representation-theoretic patterns in some parts of mathematics. An application of representation stability make it possible to extend classical theorems of homological stability to a much broader varieties. And representation stability also provides a framework in which to find and to predict patterns, from classical representation theory, to cohomology of groups, to Lie algebra and their homology. In [\textit{T. Church} et al., Duke Math. J. 164, No. 9, 1833--1910 (2015; Zbl 1339.55004)], the authors gave a clear framework for the representation theory of the symmetric group. The key technical innovation of their work was a certain \textit{Noetherian property}. A. Putman and S. V. Sam proved that the category of VIR(\(R\))-modules over a left Noetherian ring \(\mathbf{k}\) is locally Noetherian when \(R\) is a finite commutative ring in [\textit{A. Putman} and \textit{S. V. Sam}, Duke Math. J. 166, No. 13, 2521--2598 (2017; Zbl 1408.18003)]. In the present paper, the authors gave a noncommutative version of the main result in [loc. cit.]. For a finite ring \(R\) (not necessarily commutative), the authors prove that the category of VIR(\(R\))-modules over a left Noetherian ring \(\mathbf{k}\) is locally Noetherian. As an application, they prove a very general twisted homology stability for \(\mathrm{GL}_n(R)\) with \(R\) a finite noncommutative ring.
