This paper proves a generalization of Cappell's splitting theorem for \(5\)-manifolds that are homotopy equivalent to a fibration over a circle. Suppose that \(M\) is a compact smooth \(5\)-manifold and that \(g: M \rightarrow X \ltimes_{h} S^{1}\), where \(X\) is one of a list of \(4\)-manifold types specified by the author, and where \(h: X \rightarrow X\) is a homotopy equivalence which restricts to a diffeomorphism on \(\partial X\). Then \(g\) is homotopic to a map \(g'\) which restricts to a simple homotopy equivalence \(g: X' \rightarrow X'\) such that the inverse image \(X'\) is homeomorphic to \(X\) and the exterior \(M'\) of \(X'\) in \(M\) is a smoothable TOP self \(s\)-cobordism of \(X\). The proof shows that for the specified types of \(4\)-manifolds both Farell's fibering obstruction and Cappell's splitting obstruction vanish.
