    In 1992, \textit{J. Bi} [J. Liaoning Univ., Nat. Sci. Ed. 19, No. 2, 1-4 (1992)] showed that the group \(L_2(q)\) can be characterized just by the orders of the normalizers of its Sylow subgroups. Similar characterizations are given for the groups \(L_n(q)\) [\textit{J. Bi}, Acta Math. Sin., New Ser. 11, No. 3, 300-306 (1995; Zbl 0839.20020)], alternating groups [\textit{J. Bi}, Algebra Colloq. 8, No. 3, 249-256 (2001; Zbl 0991.20015)], \(S_4(q)\) [\textit{J. Bi}, Algebras Groups Geom. 18, No. 3, 349-355 (2001; Zbl 1167.20308)], \(U_n(q)\) [\textit{J. Bi}, Sci. China, Ser. A 47, No. 6, 801-811 (2004; Zbl 1077.20025)], the Janko groups [\textit{B. Khosravi} and \textit{B. Khosravi}, J. Appl. Algebra Discrete Struct. 3, No. 1, 23-31 (2005; Zbl 1070.20017)], the Mathieu groups [\textit{B. Khosravi} and \textit{B. Khosravi}, Int. J. Math. Math. In this paper, the following result is obtained: Let \(r\) be a prime and \(G\) be a group such that \(|G|=|\text{PGL}(2,r)|\) and \(|N_G(R)|=|N_{\text{PGL}(2,r)}(S)|\), where \(R\in\text{Syl}_r(G)\) and \(S\in\text{Syl}_r(\text{PGL}(2,r))\). If \(r\) is not a Mersenne prime, then \(G\) is isomorphic to \(\text{PSL}(2,r)\times C_2\), \(\text{SL}(2,r)\) or \(\text{PGL}(2,r)\). If \(r>3\) is a Mersenne prime and \(r\) is an isolated vertex in the prime graph of \(G\), then \(G\) is isomorphic to \(\text{PGL}(2,r)\).
