    Let \(E(\mathbb Q)\) be the Mordell-Weil group of the rational points over \(\mathbb Q\) of an elliptic curve \(E\). This group admits a decomposition \(E(\mathbb Q)=E(\mathbb Q)_{\mathrm{tors}}\oplus \mathbb Z^r\), where \(r\) is called the rank of the curve. Many questions can be made on \(r\). For example, an important open problem is the following: ``Open problem 0.0.1. (a) Are the ranks of elliptic curves over \(\mathbb Q\) bounded, or not? If they are bounded, what is the upper bound of ranks; what is the maximal number r such that there exists infinitely many elliptic curves over \(\mathbb Q\) of rank \(r\)? (b) The same questions for the ranks of all \(\bar Q/Q\)-twists of a fixed elliptic curve \(E\) over \(\mathbb Q\).'' The authors of the paper under review consider an analog of this problem for twists of Carlitz modules (see Open problem 0.0.2). This paper is indeed a part of a project to approach a solution to such problem. A first step was already presented in the paper [\textit{A. Grishkov} and \textit{D. Logachev}, Finite Fields Appl. 38, 116--176 (2016; Zbl 1402.11089)]. A second step is described in the present paper.
