    In the paper is considered the boundary value problem \[ \begin{aligned} \Delta^2_pu =0,\quad & x\in\mathbb R_+^N, \\ \partial u/\partial n+\alpha u =0,\quad & x'\in\partial\mathbb R_+^N, \\ (\partial /\partial n)(|\Delta u|^{p-2}\Delta u) +\alpha |\Delta u|^{p-2}\Delta u+\mu {| u|^{p-2}u}/(| & x'|^{2p-1}) +a(x')| u|^{r-2}u =0,\quad x'\in \partial\mathbb R_+^N, \end{aligned} \] where \(1<p<N/2\), \(p<r<(N-1)p/(N-2p)\) and \(\Delta^2_pu=\Delta(| \Delta u|^{p-2}\Delta u)\) is the \(p\)-biharmonic operator, \(\alpha>0\) is a parameter, \(0<\mu<\bar{\mu}\) with \(\bar \mu\) being the best constant of the Rellich inequality \[ \int_{\mathbb R_+^N}|\Delta u|^p dx\geq \bar\mu \int_{\partial\mathbb R_+^N} {| u|^p}/(| x'|^{2p-1})dx'. \] By using the method of invariant sets of descending flow, the existence of positive solutions is proved.
