States, measures and signed measures on pseudo effect algebras with the Riesz decomposition property are studied. It is shown that the set of Jordan signed measures is an Abelian Dedekind complete \(\ell\)-group and therefore the state space is either empy or a nonempty Choquet simplex or even a Bauer simplex. This allows to represent states by standard integrals.
