It is well-known that the Möbius function \(\mu\) (n) may give information on the zeros of the Riemann zeta-function, particularly the assertion \(\sum_{n\leq x}\mu (n)=O(x^{1/2+\epsilon})\) is equivalent to the Riemann hypothesis. An arithmetic function f(n) is constructed in this paper such that \(\sum_{n\leq x}f(n)=O(x^{1/2+\epsilon})\) is equivalent to the generalized Riemann hypothesis for all L-functions. This f is multiplicative and can be constructed such that \(| f(n)| \leq 1\).
