One should note, perhaps, in the first place, that the author of this article, V. (G.) Boltyanski, is one of the ``pioneers'' of the \textit{Mathematical Theory of Optimal Control Problems} who, together with R. V. Gamkrelidze and E. F. Mishchenko and under the (uncontested) leadership of L. S. Pontryagin, in 1956 announced and later proved and developed the fundamental result known nowadays as \textit{(Pontryagin's) Maximum Pinciple in Optimal Control} \textbf{(PMP)}. In the present paper, the author extends to the more general Lagrange, Mayer and Bolza problems with a ``piecewise smooth'' terminal set, his own results in [\textit{V. G. Boltyanskij}, SIAM J. Control 4, 326-362 (1966); translation from Izv. Akad. Nauk SSSR, Ser. Mat. 28, 481-514 (1964; Zbl 0132.34402)], reproduced in [\textit{V. G. Boltyanskij}, ``Mathematical methods of optimal control'' (Russian) (1966; Zbl 0198.19902); English translation (1971; Zbl 0213.15504), German translation (1971; Zbl 0223.49001), etc.] concerning the concept of \textit{regular synthesis} and \textit{sufficient optimality conditions} which are formulated in the Dynamic Programming setting as well as in the \textbf{PMP} form. As no essential modifications have been proposed, the definitions, statements and proofs are practically the same as in the earlier publications of the author, proved for the minimal-time optimal control problems to a given terminal point. One may note also that the author seems to ignore the rather large number of extensions and refinements of the results of this type such as those in [\textit{P. Brunovsky}, J. Differ. Equations 38, 317-343 (1980; Zbl 0417.49030)], [\textit{L. Cesari}, ``Optimization -- theory and applications'' (1983; Zbl 0506.49001)], [\textit{H. J. Sussmann}, Pure Appl. Math., Marcel Dekker 133, 1-19 (1990; Zbl 0712.49015)], [\textit{B. Piccoli} and \textit{H. J. Sussmann}, SIAM J. Control Optimization 39, 359-410 (2000; Zbl 0961.93014)], etc.
