Let \(R\) be a commutative ring, \(I\) an ideal of \(R\). The author introduces symbols \(\langle a,b,c\rangle\) where \(a,b,c\in R\), \(b\in I\), \(1-a- c+abc=0\), and defines an abelian group \(C(R,I)\) which generates all such symbols, subject to the relations \(\langle a,b,c\rangle=\langle b,c,1- ab\rangle\), \(\langle c,b,a\rangle=\langle a,b,c\rangle^{-1}\) and \(\langle a,bc,d\rangle\langle b,ca,e\rangle=\langle ab,c,d+ae\rangle\). The main result is that there is a natural surjective homomorphism from \(C(R,I)\) to \(K_ 2(R,I)\) provided that \(R\) satisfies the unit 1- stable range condition relative to \(I\).
