Let \(X\) be a smooth proper variety over a number field \(k\), and let \(\text{CH}_0(X)\) denote the Chow group of zero cycles on \(X\). This paper concerns with the image and the kernel of the natural map \(\text{CH}_0(X)\rightarrow\prod_{v\in\Omega}\text{CH}_0(X\otimes_kk_v)\), where \(\Omega\) denotes the set of places of \(k\) and \(k_v\) the completion of \(k\) at \(v\in\Omega\). Among other things the author investigates the validity of the following conjecture: Under the assumption that there exists a family \((z_v)_{v\in\Omega}\in\prod_{v\in\Omega}\text{CH}_0(X\otimes_kk_v)\) which is orthogonal to the cohomological Brauer group of \(X\) under the Brauer-Manin pairing and \(\text{deg}(z_v)=1\) for all \(v\in\Omega\), does there exists a zero cycle of degree one on \(X\)? One of the main results of the paper shows the validity of this conjecture when \(X\) is the total space of a fibration onto a curve \(C\) with rationally connected fibers such that the Tate-Shararevich group of \(C\) is finite and the singular fibers satisfy a certain condition. Some related conjectures are studied too.
