The author shows that the equivariant Chow cohomology ring of a toric variety is naturally isomorphic to the ring of integral piecewise polynomial functions of the associated fan. Hence he proves for a large class of singular spaces that localization holds in equivariant Chow cohomology with integer coefficients. The main contribution with respect to \textit{M. Brion} [Transform. Groups 2, No. 3, 225--267 (1997; Zbl 0916.14003)] is the extension to the nonsimplicial case and the use of integer coefficients. He also computes the equivariant Chow cohomology of toric prevarieties (it is naturally isomorphic to the ring of integral piecewise polynomial functions on the associated multifan) and general complex hypertoric varieties.
