Complex dynamical network consisting of \(N\) linearly delayed coupled identical nodes, which is described by semilinear finite-dimensional ordinary differential state equations with constant coefficients and time variable coupling point delays in the state variables and external disturbances. First, the definition of global synchronization is recalled and the problem of synchronization for delayed systems is stated. Next, using the theory of delayed differential equations and a time-varying Lyapunov function approach, sufficient conditions for two types of coupling delays of synchronization problems with impulsive gain control are formulated and proved. A design method for a numerical algorithm of an optimal distributed impulsive gain controller is also proposed and discussed. Moreover, in order to illustrate the effectiveness of the theoretical results, two numerical examples together with numerical simulations are presented. Remarks and comments on synchronization problem are given. It should be pointed out, that similar results on synchronization problem can be found for example in the paper by \textit{J. Lu} and \textit{G. Chen} [``A time-varying complex dynamical network model and its controlled synchronization criteria'', IEEE Trans. Autom. Control 50, No. 6, 841--846 (2005; \url{doi:10.1109/TAC.2005.849233})].
