The condition of optimality of the open management principle in active systems, derived in a previous paper by the first two authors [Autom. Remote Control 46, No.3, 341-348 (1985; Zbl 0578.90047)], is applied to develop a method for computing an optimal planning procedure and its properties are investigated.
