The author builds new multiple-layer potentials for a higher-order elliptic equation with constant coefficients in the plane. Properties of the potentials, for example the ``jump relations'', are studied. The Dirichlet problem for a plane domain bounded by a smooth contour is reduced to a system of singular integral equations. It permits to study existence and uniqueness of the Dirichlet problem.
