[For part II see the preceding review.] - The results of the preceding parts are generalized to the case of incomplete information at the headquarters. Necessary and sufficient conditions are derived for optimality of correct functioning mechanisms when the varied components in the optimal synthesis problem are the planning procedure and the incentive system for the elements. Sufficient conditions for optimality of correct mechanisms are given. A number of new coordinated planning procedures is also considered.
