This is a sequel of part I [cf. the preceding review Zbl 0809.16001]. Two-sided ideals of algebras are studied, which are central extensions of rings (this class of algebras includes in particular the universal enveloping algebra \(\text{Usl} (2,K)\) of the Lie algebra \(\text{sl}(2)\) over a field of characteristic zero). Any two ideals of the algebra \(A\) commute. A classification of primary ideals of \(A\) is obtained. The main result of this paper asserts that any proper ideal of \(A\) can be uniquely expanded into a finite product of primary ideals of \(A\). The lattice of ideals of the algebra \(A\) is distributive. Some consequences for the universal enveloping algebra \(\text{Usl}(2)\) are indicated.
