For the 3-D Schrödinger equation with a constant magnetic field, fixed magnetic quantum number and axially symmetric electric potential \(V\) satisfying \(| V({\mathbf x})| \leq\text{ const}.(1+| {\mathbf x}| )^{-\alpha}\) for some \(\alpha>1\), the author derives the following results: (i)~finding the asymptotic expansion for the resolvent of the full Hamiltonian \(H=H_0+V\) near the lowest Landau threshold (for \(\alpha>9\)), (ii)~proving the existence and strong asymptotic completeness of the wave operators \(W_\pm(H,H_0)\), (iii)~representing the scattering matrix, and (iv)~finding the asymptotic expansion of the scattering matrix near the lowest Landau threshold (for \(\alpha>9\)).
