The paper under review is concerned with Maxwell's system in relationship with the study of the propagation of high frequency electromagnetic pulses in dielectric materials. The main contribution in the present paper is to generalize the polarization model. At the same time, well-posedness results are established with respect to probability distributions on the polarization parameters (in a Prohorov metric sense). The motivation is to use high frequency electromagnetic waves to determine the geometric and dielectric properties of targeted materials. This imaging approach has many applications such as early diagnosis of cancer in traditionally less accessible organs (like the ovary or the pancreas), detection of the size, shape and depth of diseased tissues, and detection of structural aging in structures such as bridges, buildings or aircraft parts.
