In the paper under review, the authors provide explicit upper bounds for the \(L^2\) norm of the Riemann zeta function \(\zeta(s)\) in \([1,T]\) for \(0\leq \sigma\leq 1\). Actually, they give precise bounds in terms of \(T\geq T_0\) (explicit) for \(\int_T^\infty \left|\frac{\zeta(\sigma+it)}{\sigma+it}\right|^2 dt\) when \(0<\sigma\leq 1\) and for \(\int_1^T|\zeta(\sigma+it)|^2dt\) when \(0\leq \sigma\leq 1\). These explicit bounds are often required for various applications such as integrals involving \(\zeta(s)\) on vertical lines or other paths going to infinity.
