In the paper under review the fluctuations of the matrix elements for desymmetrized (by introducing Hecke operators) quantum cat map are studied. It is known that matrix elements of the quantization of the classical smooth observable \(f\in C^\infty(T^ 2)\) converge to the phase space average \(\int_ Tf(x)\,dx\). An important conjecture is formulated by the authors that the fluctuations of these matrix elements around the limit are weighted sums of independently chosen random matrices in \(\text{SU}(2)\) endowed with the Haar measure. This conjecture predicts a radical departure from the Gaussian fluctuations which are expected to hold in generic systems. As the main result of the paper the second and the forth moment for the fluctuations are derived. The results obtained are in the accordance with the conjecture.
