The paper is a continuation of the authors' paper [J. Stat. Phys. 119, 61--122 (2005; Zbl 1073.82013)]. This article deals with a mathematically rigorous analysis for systems with finite number of particles. In [\textit{Èh. V. Fradkov, M. E. Glicksman} and \textit{S. P. Marsh}, Phys. Rev. E 53, 3925--3932 (1996)] a cross-over in the scaling of the first-order correction term from \(\phi^{1/3}\) to \(\phi^{1/2}\) has been numerically simulated, when the finite system becomes larger than the screening length. This cross-over is rigorously derived for the rate of change of the energy, starting from the monopole approximation. The proof exploits the fact that the rate of change of energy has a variational characterization.
