    Starting from the Carnap concept of ``quasi-analysis'', the author describes a set \(A\) by the set of its ``quasi-elements'' which is defined as the set of all sets \(B\) hitting \(A\). It is well known that this ``hit-and-miss topology'' leads to capacities and nonadditive measures. Now, on this general level, the author reformulates the Moebius transform which connects nonadditive set functions on a sigma algebra of subsets (from a basic set \(\Omega\)) with an additive measure on a sigma algebra of sets of subsets (from \(\Omega\)). In a finite setting, Moebius transform is known since \textit{E. Shafer}'s ``A mathematical theory of evidence'' (1976; Zbl 0359.62002). Furthermore, the author discusses interpretations and applications in multi criteria decision making and cooperative game theory. Finally, he deduces conditional nonadditive measures from the via Moebius transform corresponding conditional additive measure.
