    On \(L^ 2 (\mathbb{R}^ 3)\) the selfadjoint Schrödinger operator \(H\) with formal symbol \(-\Delta+ q(x) \delta( | x|-a)\) is studied; \(q\) is a real smooth function. The wave operators with respect to the free Laplacian \(-\Delta\) exist and are complete as was shown by [\textit{T. Ikebe} and the author, J. Math. Kyoto Univ. 31, No. 1, 219-258 (1991; Zbl 0736.47007)]. Here an asymptotic expansion at small positive spectral values of the generalized eigenfunctions of \(H\) is given; an expansion of the scattering amplitude and the total cross section follows. The asymptotics depend on the zero eigenvalues and resonances of \(H\) the structure of which is studied following the lines of [\textit{A. Jensen} and \textit{T. Kato}, Duke Math. J. 46, 583-611 (1979; Zbl 0448.35080)].
