The well-known Fuller index was originally defined assigning a rational number to isolated sets of periodic orbits of a smooth vector field on a differentiable manifold. In this paper, that is devoted to the definition of a Fuller-type index for the periodic orbits of a local semiflow defined on ANR spaces, no differentiability assumption is made. Unlike other approaches, no approximation process is used here, the index being defined entirely in terms of the semiflow.
