\(D\)-stability of a matrix is understood as the stability of its product with any diagonal matrix whose entries on the main diagonal are positive. The Routh-Hurwitz stability criterion makes it possible to reduce the unconstructive definition of the \(D\)-stability to verifying that certain polynomials in several variables are positive on the positive orthant. The verification can be performed for matrices of the second and third orders owing to the simplicity of the corresponding results for low degree polynomials. For 4-by-4 matrices, two theorems are proved, establishing the general criterion for \(D\)-stability.
