    In [Invent. Math. 18, 183-266 (1972; Zbl 0245.14015)] \textit{B. Mazur} proved that for an elliptic curve \(E\) over a number field \(F\) with good ordinary reduction at all places of \(F\) dividing \(p\), if \(F _\infty/F\) is the cyclotomic \({\mathbb{Z}} _p\)-extension and \(\Gamma _n := \text{Gal}(F _\infty /F _n)\), then the kernel and the cokernel of the restriction map \[ \text{Sel}(E/F_n) \{p\} \rightarrow \text{Sel}(E/F _\infty)\{p\} ^{\Gamma _n} \] are finite groups whose orders are bounded independently of \(n\). This is Mazur's Control Theorem. In the paper under review, the author discusses a generalization of Mazur's theorem to more general \(p\)-adic representations. This is done for the Selmer groups defined by \textit{S. Bloch} and \textit{K. Kato} [The Grothendieck Festschrift Vol. I, Prog. Math. 86, 333-400 (1990; Zbl 0768.14001)]. This is the main result of the paper. As an attempt to generalize classical Iwasawa theory to Iwasawa theory for motives, explicit examples primarily being the representations associated to modular forms or the symmetric powers of elliptic curves are studied. The author applies the main result to these representations. The paper is organized as follows. First a sufficient condition is given for Bloch-Kato's Selmer groups to be controlled in the cyclotomic \(\mathbb{Z}_p\)-extension. The rest of the paper consists of applications of the main theorem to global situations. More precisely, the Selmer group for a modular form or the symmetric power of an elliptic curve are controlled as corollaries of the main theorem. In the last section, the author compares Bloch-Kato's Selmer groups with other Selmer groups defined by \textit{R. Greenberg} [Proc. Symp. Pure Math. 55, Pt. 2, 193-223 (1994; Zbl 0819.11046)].
