The article of René Henrion, Alexander Y. Kruger and Jiri V. Outrata is a valuable contribution to analytical and, in some sense, topological fields of mathematics that are concerned both with ``manifolds'' understood in a generalized sense of equilibrium constraints and, subject to such manifolds as ``feasible sets'', with Nonconvex Calculus and Optimization. In both regards, stability is a very important condition and subject of investigation and characterization. This investigation takes place in a wide analytic setting that refers to so-called generalized equations which enables for a very broad range of future works in research and real-world application. That carefully prepared paper is well-structured and well written. The subject of this article is the computation of the graphical derivative and the regular (Fréchet) coderivative of the solution map to a class of generalized equations; in particular, the multivariate term gives rise to the regular normal cone to a (maybe nonconvex) set given by twice continuously differentiable inequalities. At the place of the famous of the famous Linear Independence (Constraint) Qualification (LICQ) which is usually used in this context, the authors assume a combination of the Mangasarian-Fromovitz (Constraint) Qualification (MFCQ) and the Constant Rank Qualification. Based on the generalized derivatives obtained, they obtain and present new Optimality Conditions for a class of mathematical programs with equilibrium constraints, and a characterization of the Isolated Calmness of the considered solution map is obtained and considered to be workable. The five sections of this paper are as follows: 1. Introduction, 2. Preliminaries, 3. Main Results, 4. Applications, and 5. Concluding Remarks. In the future, further strong theoretical results and corresponding numerical techniques could be expected, initiated by this present research article. Those advances might foster and initiate emerging achievements in all areas of science, of engineering, economics, finance and OR, in human sciences, medicine and healthcare, and to the improvements of living conditions on earth.
