Let G be a reductive group, B be a Borel subgroup of G, and T be a maximal torus in B. Suppose that G acts linearly on a vector space V. Let \(V^ s(G)\) (respectively \(V^{ss}(G))\) be the stable points (respectively semistable points) of V. Assume that \(V^ s(G)=V^{ss}(G)\) and G acts freely on \(V^ s(G)\). The main theorem of this beautiful paper is to determine the Chow ring of \((V^ s(G))/G\) (with \({\mathbb{Q}}\) coefficient). Let X be \(V^ s(G)\). The authors prove that the Chow group \(A_*(X/T)\cong A_*(X/B)\) and \(A_*(X/G)\cong A_*(X/B)^ W\) where W is the Weyl group of G and \(A_*(X/B)^ W\) is the W-invariant subgroup. Next they use a result of Danilov which shows the Chow ring \(A_*((V^ s(T))/T)\cong {\mathbb{Q}}[\chi_ 1...\chi_ t]/{\mathfrak a}\) where \(\{\chi_ 1...\chi_ t\}\) is a basis for the character group of T and \({\mathfrak a}\) is a certain monomial ideal constructed from a simplicial complex associated with the action of T on V. Finally the authors conclude that \(A_*(X/G)\cong {\mathbb{Q}}[\chi_ 1...\chi_ t]W/p({\mathfrak a})\) where p: \({\mathbb{Q}}[\chi_ 1...\chi_ t]\to {\mathbb{Q}}[\chi_ 1...\chi_ t]^ W\) is defined by \(p(r)=\Delta^{- 1}\sum sgn(W)W(r) \) where \(\Delta\) is the discriminant polynomial.
