    Let \(L(s, \chi)\) denote a Dirichlet \(L\)-function corresponding to a Dirichlet character modulo \(q\). The authors continue the investigations of the fourth author on the discrete mean value of \(| L(1, \chi)| ^2\) who improved the error term step by step in [Adv. Math., Beijing 19, No. 3, 321--333 (1990; Zbl 0719.11052); Chin. Ann. Math., Ser. A 11, No. 1, 121--127 (1990; Zbl 0699.10058); J. Math. Res. Expo. 10, No. 3, 355--360 (1990; Zbl 0773.11053); Adv. Math., Beijing 19, No.~4, 478--487 (1990; Zbl 0728.11040)] and of \textit{M. Katsurada} with \textit{K. Matsumoto} [Nagoya Math. J. 134, 151--172 (1994; Zbl 0806.11036)] who gave an asymptotic formula for \(S=\sum\limits_{\chi\neq\chi_0}| L(1, \chi)| ^2\) . \smallskip In the present paper, the main attention is devoted to a structural property contained in the formation of the main term in the sum \(S\). The authors obtain the asymptotic formula for \(S\) with explicitly given error term, and find the asymptotic expansion and estimate for it. Also, two new asymptotic formulae for \[ \sum_{q\leq Q} {1\over \varphi(q)}\sum_{\chi\neq \chi_0}| L(1, \chi)| ^2, \] where \(\varphi(q)\) denotes the Euler function, are obtained.
