Every closed oriented 3-manifold may be obtained by surgery on an integrally framed link in \(S^ 3\). This paper presents a series of numerical invariants related to the Witten-Reshetikhin-Turaev invariants. They are defined in terms of sums of powers of a fixed root of unity, with exponents involving the linking matrix of the surgery data. It is shown that they are determined by the first Betti number and the torsion linking pairing of the 3-manifold, and so are homotopy invariants. The relationships with other invariants of links and 3-manifolds defined variously in terms of chiral Potts models, quasitriangular Hopf algebras and \(U(1)\) gauge theories are described.
