    Consider a germ of an isolated complete intersection surface singularity with embedding dimension $n+1$, Milnor number $\mu$, signature of the Milnor fiber $\sigma$, geometric genus $p_g$, number of irreducible components of the exceptional set of its minimal resolution $r$ and topological Euler number of this set $t$. Then $\sigma \leq (-8/(3n-2))p_g-r$ or equivalently $12np_g/(3n-2)\leq \mu +1-t$. The result implies Durfee's weak conjecture and provides a partial answer to Kerner-Némethi's conjecture.
