The Vlasov-Poisson-Fokker-Planck system is considered in assumptions of the presence of an electric field and a smooth confining potential, which can be represented as a sum of a solution of the Poisson-Emden type equation multiplied by a small factor \(\epsilon_0\) and some variable addition at infinity. It is shown that if \(\epsilon_0\) is small enough, there exists a unique global mild solution; the convergence to equilibrium rates is estimated explicitly for different space dimensions by a semi-group-based method.
