    The author studies nonconforming finite element methods, which allow discontinuity of piecewise polynomial functions across inner element faces, for initial-boundary value problems of nonlinear hyperbolic conservation laws. In Section 2, a discrete weak formulation of the hyperbolic equation is proposed where the numerical fluxes take into account the local directions of characteristics and preserve the main properties of the space operator of the original problem. Section 3 is devoted to the semi-discrete scheme and proves the stability and the error estimate of the discrete solution. Section 4 establishes the stability and the error estimates for the discrete solution of the fully-discrete scheme.
