The authors develop the Petrov-Galerkin spectral method for polygons. They prove some basic results on the Legendre irrational quasi-orthogonal approximations on quadrilaterals, which keep the spectral accuracy, even if the considered function has certain weak singularity. Based on these results, the authors propose the Petrov-Galerkin spectral method for mixed inhomogeneous boundary value problems on polygons with the spectral accuracy in certain Jacobi weighted Sobolev spaces.
