    The author gives an answer to the following question of L. A. Shemetkov: Let \(f\) be a local screen of a formation that contains all nilpotent groups, and let \(A \subseteq \text{Aut }G\). Suppose that \(A\) acts \(f\)- stably on \(\widetilde{F}(G)/\Phi(G)\). Is it true that \(A\) acts \(f\)-stably on \(\Phi(G)\)? This paper shows that the problem has, in general, a negative solution. Further, it is shown that all those local formations that allow for a positive solution are exhausted by formations like \(\mathfrak S\mathfrak H\), where \(\mathfrak S\) is the class of all solvable groups and \(\mathfrak H\) is an arbitrary nonempty formation.
