Assume that \(I\) and \(J_i\), \(i=1, \dots, n\), are smooth functions defined on a Hilbert space. Using eigenvalue methods, we derive sufficient conditions for \(I\) to have a strong local minimum at a point \(y\) subject to the \(n\) constraints \(J_i=0\).
